The Manager, Policy and Development is a senior operational leader responsible for overseeing the development and delivery of Carers NSW’s policy submissions, discussion papers, briefings and advocacy materials, while providing leadership and supervision to the Policy Team. The role delivers high-level policy and advocacy advice to Executive Manager, coordinates organisational responses to State and Federal Government policy initiatives and drives the capability and performance of the Policy Team to produce high-quality outcomes. The role also oversees key policy projects and programs which complement Carers NSW systemic advocacy activities.

This is a part-time fixed term contract, offering 4 days per week till 30 June 2027.

Key Responsibilities:

  • Lead the Policy Team, modelling high-quality policy and project output while building team’s capacity to meet deliverables
  • Coordinate and deliver new or one-off carer projects within the Policy, Development & Research Unit
  • Initiate and advance informed, evidence-based proposals for State and Australian Government carer policy and legislative reform
    Develop and maintain strong relationships with government and non-government organisation to support carer related matters
  • Deliver conference presentations, write journal articles and other publications to promote carer issues and Carers NSW’s policy position
  • Identify new funding opportunities, prepare or contribute to funding submission preparation
  • Attend forums and meetings, participate in the National Carer Network National Policy Advisory Group activities, to represent Carers NSW’s policy position
  • In consultation with the Executive Manager, liaise with government and non-government organisations to ensure carers are considered in policy development and program delivery
  • Recruit, support coordinate and oversee carer participation in advocacy and representative opportunities
  • Coordinating, supporting and completing contract reporting requirements

About You:

  • Qualifications in Social or Political Science, Public Health or other relevant areas
  • High level management skills including project management, oversight of budgets and resourcing and team management
  • Extensive experience personally researching, analysing and writing complex policy submissions, discussion papers, reports and briefings to a high standard and under tight timeframes
  • Excellent analytical and problem-solving skills
  • Demonstrated ability to represent Carers NSW’s policy positions and speak publicly
  • Proven track record liaising and building effective relationships with government, non-government and community organisations
  • High level verbal and written communication skills
  • Knowledge of the role of key stakeholders, including State and Australian Governments
