The Community Organisations Disaster Adaptation (CODA) Project is strengthening the disaster readiness of community service organisations across NSW and connecting their local knowledge to the formal emergency management system.
As disasters become more frequent and severe, the community services sector is consistently among the first to respond and the last to leave — yet its role is not recognised, resourced or embedded in the systems that govern how NSW prepares for and recovers from disasters.
CODA, funded by the Australian Government and NSW Government through the Disaster Ready Fund, is helping to close that gap. This report sets out why that work matters and the progress made to date. It also points to the sustained, non-grant-based investment the sector needs to play its part fully.
