NCOSS’ fundamental concern with the Report is that its recommendations would see a substantial increase in fare prices, such that by 2018, passengers would pay an average of 8% more in real terms per journey. NCOSS’ concerns also relate not just to their end result. In many instances it seems the Tribunal has not given proper consideration or weight to the positive social and economic outcomes of having an affordable and accessible public transport system. It is, however, pleasing to see a number of recommendations which would reduce the complexity of the public transport system. In certain instances, such changes would lead to simpler and fairer services provision.
