Whistleblower protections that achieve the right outcome

Why would you become a whistleblower when you know the potential risk to your long term employment options?  One proposal is to pay a bounty or reward.  The Governance Institute of Australia outlines the potential risks of such schemes in Should Aussies become bounty hunters?  As part of their submission to the Federal Parliamentary Inquiry into Whistleblower Protections, they raised concerns that it “could lead to a vigilante culture and to people exploiting whistleblowing for financial gain rather than a response to perceived or actual wrongdoings.”
