Porter's welfare investment: a change from the hardline approach?

David Donaldson questions whether the approach put forward by Social Services Minister Christian Porter at this National Press Club is actually a new  approach and even remotely "close to revolutionary".  In Welfare investment approach 'revolutionary' - or is it?
