Outcomes Contracting: Does it achieve its aim?
In Contracting for outcome, Emma Tomkinson observes there is limited research on outcomes contracting. The research that exists does show that given sufficient flexibility, services will deliver on the outcome metrics their contracts cover however these may not reflect the intention of the contract designers or lead to desirable outcomes for the client.
