The Public Sector - where will it be in 10 years?

This speech by Chris Eccles focuses on Victoria but is relevant to NSW.  He began by citing how, in the 1940s, public policy using an approach focussed on outcomes, helped defeat tuberculosis.  He then asked, if the Victorian Public Sector began to move to an outcomes-based approach to public policy, what would it look like in 10 years? In answering, he noted it would require a major shift from the way government currently works.
