Data as a Means, Not an End is a case study of an organisation that had grown.  They realised they needed to reassess the data they were collecting, how they were describing it and its real value ato enable them to measure their social impact and make timely adjustments for continuous improvement  and not allow measurement and evaluation to become an albatross.
