Cross-sector collaboration

In Peter Shergold's four principles to transform cross-sector work, he acknowledges that cross sector collaboration (ie between government and the private and non-government sectors) often results in failure.  He argues that this should not be a cause for despair, but rather a learning opportunity and suggests four principles to transform the way the public service works with other sectors.
